Blueprint projects aim at developing solutions to sectoral demands on skills and competences by addressing professional developments and employment requirements. Its main goal is to bridge the gap between education providers and training solutions meeting professional and sector specific needs, by overcoming mismatches and resolving needs from current and foreseen challenges. CHARTER in its ambitious purpose, sets out to redefine concepts used to describe cultural heritage as a sector as well as a filed of practice, while fostering professional recognition and making visible the rich and broad field of education and knowledge developed by those involved in the sector in the past decades. Current results and ongoing work as it develops towards an integrated European skills strategy for a visible and cohesive cultural heritage sector, impacting professional practice and education systems at national and European level.
Elis Marçal since 1996, has worked as a freelancer conservator-restorer in public and private museums at national and local level museums, heritage sites, churches and convents, and other cultural heritage institutions as well in private collections, being owner and manager of a company on Conservation-restoration of Cultural Heritage since 2012. Member of the board of the Associação Profissional de Conservadores-restauradores de Portugal and E.C.C.O.’s committee since 2012.
In 2014, Marçal started as E.C.C.O.’s group referent on the „NACE and ISCO codes for the Conservator-restorer“ project. Was also a Delegate of E.C.C.O.’s Voices of Culture (VoC) and Open Method of Coordination (OMC) working groups on “Skills, training and knowledge transfer for traditional and emerging Heritage professions” in 2017/2018.
Since 2019, Marçal is member of E.C.C.O.’s delegation at the Steering Committee for Culture, Heritage and Landscape (CDCPP) in the Council of Europe, and in 2020 was elected E.C.C.O.’s president. Has published papers on the topic of the NACE for the cultural heritage sector as well on heritage professions. Currently works as Project manager and researcher in the Erasmus+ funded project „CHARTER – Cultural Heritage Actions to Refine Training, Education and Roles“.
